12-Year-Old Noel Bascon Killed, Richard Lavalle Arrested After DUI Crash on Arlington Drive [Costa Mesa, CA]
12-Year-Old Bicyclist Struck and Killed by DUI Driver on Arlington Drive near Juniper Drive in Costa Mesa
COSTA MESA, CA (December 6, 2020) – Police identified 12-year-old Noel Bascon as the victim who died in a DUI crash on Arlington Drive on Sunday evening.
According to the California Highway Patrol, the collision happened near Juniper Drive around 6:00 PM.
Based on a report, the Filipino boy and his father were biking near the intersection. Due to unknown reasons, 59-year-old Richard Lavalle of Long Beach who was driving a rented F-150 pickup truck ran past a stop sign. Subsequently, Lavalle struck the boy.
As a result, Bascon died in the incident. Police arrested Lavalle on the scene and charged him with second-degree murder. He was previously convicted of driving under the influence in San Diego County in 2013. His passenger, 56-year-old Lee Anna Diaz Murphy of Artesia, was also booked on suspicion of possession of unlawful drug paraphernalia and controlled substances.
